Program Areas

Internal Audit Oversight and Training Services

OSIG serves in an oversight, advisory and standard-setting capacity with regard to executive branch agency internal audit programs. As part of this function, and to bolster the independence of agency-specific internal audit programs, OSIG studies existing internal audit programs and makes recommendations to support and improve them. Some of OSIG's core functions include:

  • Coordinate and recommend uniform internal audit program standards for the Commonwealth. 

  • Assess the sufficiency of existing executive branch agency internal audit programs and assist in the development and maintenance of future programs as necessary to best protect and manage the Commonwealth's assets. 

  • Provide training opportunities for internal auditors. 

  • Provide counsel and guidance, as requested, to existing executive branch agency internal audit programs. 

  • Promulgate a "dual reporting" structure rather than a transfer of the internal audit program from the executive branch agencies.

Citizen Services

OSIG administers several services that benefit the citizens of the Commonwealth of Virginia, including the Fraud and Abuse Whistle Blower Reward Fund and the State Fraud, Waste and Abuse Hotline: 

  • The Fraud and Abuse Whistle Blower Reward Fund is used solely to provide monetary rewards to persons who have disclosed information of wrongdoing or abuse that results in a recovery of $5,000 or more. 
  •  State Fraud, Waste and Abuse Hotline is a toll-free number for state employees and Virginia citizens to report suspected instances of fraud, waste and abuse in executive branch state agencies, including institutions of higher education. Every call to the Hotline is completely anonymous, and retaliation against anyone who places a good faith call to the Hotline is prohibited. 

 In addition, OSIG:   

  • Assists citizens with understanding their rights and utilizing resources and processes available to express concerns related to activities of any state or non-state agency, or any officer or employee. 
  • Ensures citizens have access to OSIG's services and receive timely responses to inquiries.

Performance Audit Services

OSIG serves the citizens of the Commonwealth of Virginia by conducting performance audits of state executive branch agencies to determine if appropriated sums are used for their intended purpose and to evaluate the efficiency, effectiveness and economy of agency programs and operations.

Criminal Investigations Unit

OSIG serves the citizens of the Commonwealth of Virginia by investigating allegations of waste, fraud, abuse, corruption or criminal activity in state agencies and certain nonstate agencies.

OSIG has law enforcement authority within its general scope of operations and works in cooperation with the Virginia State Police, Virginia Division of Capitol Police and other law enforcement agencies in its investigative pursuits.


Pursuant to the Code of Virginia, the State Inspector General shall:

  • Investigate the management and operations of state agencies or non-state agencies to determine whether acts of fraud, waste, abuse or corruption have been committed or are being committed by state officers or employees or any officers or employees of a non-state agency (§ 2.2-309 [4]). 
  • Investigate to resolve allegations of fraudulent, illegal or inappropriate activities concerning ... distributions from the Tobacco Indemnification and Community Revitalization Fund (§ 2.2-309.2 [ii][b]).
  • Detect and take actions to prevent fraud, waste,and abuse. 

OSIG investigative reports are not published on the OSIG website due to their sensitive nature. Redacted copies of reports may be released upon request. Please refer to Code of Virginia § 2.2-3700 et seq. for Virginia Freedom of Information Act guidelines.

Healthcare Compliance Unit

OSIG serves the citizens of the Commonwealth of Virginia by:

  • Conducting annual, unannounced inspections of state facilities operated by the Department of Behavioral Health and Developmental Services;
  • Inspecting, monitoring and reviewing the quality of services at state-operated facilities and the more than 1,000 licensed providers of behavioral health, substance use and developmental services;
  • Keeping the General Assembly and Joint Commission on Health Care informed of significant problems; and
  • Investigating specific complaints of abuse, neglect or inadequate care.
