About the State Inspector General

Michael C. Westfall was appointed State Inspector General by Governor Ralph S. Northam in April 2018, after serving as Acting State Inspector General since February 2017 and Deputy Inspector General since 2015.

As Deputy Inspector General, Westfall oversaw the State Fraud, Waste and Abuse Hotline and guided performance audits of executive branch agencies. He also managed the agency's business office, Information Technology and Security Services unit and the Internal Audit Oversight and Training program.

Prior to his role as Deputy Inspector General, Westfall served in several leadership positions, including chief audit executive for the Virginia State Police and assistant director and director of the Chesterfield County Office of Internal Audit. He launched his career as an auditor for the U.S. Department of the Interior – Office of Inspector General.

Westfall is a certified public accountant, certified inspector general and a certified fraud examiner. He is a member of multiple professional organizations, including the Association of Inspectors General, Association of Certified Fraud Examiners and the Association of Local Government Auditors. A native of Norfolk, he holds a bachelor’s degree in biology and a master’s degree in accountancy from Virginia Commonwealth University.

Brief History

The Office of the State Inspector General (OSIG)  was established on July 1, 2012, to investigate waste and identify inefficiencies in executive branch state government. During the General Assembly's 2011 Session, two bills — SB1477 and HB2076 — resulted in legislation that created OSIG.
